For mortgage rates - How can APR be less than Interest rate ? - reverse mortgage rates

I understand how April can be higher than the interest rate, but I see the back of the creditors Wellsfargo? Can someone explain?

TAP is a loan in fact. what is the real cost of borrowing expressed as a percentage. because it includes closing costs and fees, it means that the APR will be higher than the interest rate.
I think the only way that the APR must be less than your interest rate if you have a good portion of your principle balance. It seems that companies such as Wells Fargo, the assumptions that come to the table, and money to be paid. This is somewhat misleading, because most people do not.
